Jennifer Atkinson

Principal Analyst

Jennifer Atkinson is a Principal Market Analyst and responsible for the business management and operations of Mitchell Market Analysts, Inc. She co-founded MMA in 2010 after running operations for a commercial real estate appraisal company. Jennifer became a certified market analyst with NCHMA in 2015.

Jennifer is the principal author on a white paper published by NCHMA on the emerging affordable assisted living product, which uses LIHTC tax credits and Medicaid Waivers. She continues to serve on the Standards Committee with NCHMA.

Prior to joining the commercial real estate industry in 2006, Jennifer was a FORTRAN programmer for a solid-fuel rocket propulsion company, a technical writer for FORTRAN compilers, and a manager for a multi-location technical communication services company. She also worked as an information management manager for IBM and several other software companies.

Elizabeth (Liza) C. Mutzl

Principal Analyst

Liza is a Principal Market Analyst at Mitchell Market Analysts, Inc., as well as a commercial property appraiser, certified in Indiana, Michigan, and Ohio. She began her career as an appraiser and added market studies along with appraisals in 1997. Liza joined NCHMA in 2005 and became a certified market analyst with NCHMA in 2008. She became part owner of Mitchell Market Analysts, Inc. in 2011.

Liza is an Executive Board member of the National Council of Housing Market Analysts (NCHMA), currently serving as Vice Chair and serving as co-chair of the education committee since 2011. Liza will ascend to the role of Chairperson in 2022. During her time with NCHMA, Liza has spoken on multiple panels and helped host the 2017 spring conference in Indianapolis.

Liza does appraisals and market studies for private industry as well as for local housing agencies, the Department of Housing and Urban Development, and other state and national agencies.

Dr. JoAnna M. Brown

Senior Analyst

Dr. Brown is a Senior Analyst at Mitchell Market Analysts, Inc. She is also the President and CEO of JoAnna M. Brown & Associates and Senior Research Fellow with Sagamore Institute for Policy Research.

JoAnna’s honed her expertise in urban planning and community development through extensive education and experience. Having earned her Master of Community Planning and doctoral degree in Regional Development Planning at the University of Cincinnati, she has over 16 years’ experience guiding both non-profit organizations and local and regional governments in housing, community development and planning, and transportation planning.

As a Senior Housing Planner, she collaborated with local jurisdictions, community stakeholders, and non-profit and private housing developers on the development of workforce housing plans for inner-ring suburban communities. Further, she served as the Community Development Director for the City of Silverton, Ohio. Joanna has taught as an Adjunct Professor at Butler University's Political Science Department, the University of Cincinnati's Urban Planning Department, and Northern Kentucky University’s Department of Public Administration.

Additionally, Dr. Brown holds a master’s degree in Public Administration and Policy from Northern Kentucky University’s Department of Political Science and a Bachelor of Urban Planning from the University of Cincinnati.

Jill Terlep

Market Analyst | Senior Substantive Editor

Jill joined MMA Inc. in 2016 and has conducted the substantive edit for 250+ studies--weighing in on content and analysis--prior to transitioning to a market analyst role. Market analysis combines Jill’s background in economics with her experience in non-fiction writing for a traditional publisher.

She has provided content and select analysis for MMA Inc. since 2017 with a focus on interpreting local housing program impacts and economic trends from the end-user's perspective. Jill heads our Michigan branch in suburban Detroit.

Jill holds a Bachelor of Science in Economics from Krannert School of Management at Purdue University. Jill collaborated as author on two educational resource books published by an imprint of ABC-CLIO/Greenwood, formerly Harcourt.

Michelle Barnes

Director of Research and Project Management

Michelle directs the MMA, Inc. research and support team. With 28 years’ experience in market studies, commercial real estate, and commercial appraisal work, Michelle is a specialist at discovering market intelligence and identifying existing and emerging trends. Michelle manages our project portfolio and conducts research for comprehensive studies on market feasibility, MAP, special-needs housing, market rate housing, LIHTC, and rural development housing using her expertise on platforms as varied as Claritas/Ribbon Demographics, ESRI/Site to Do Business (STDB), multiple GIS platforms, U.S. Census, and Narrative1®.

Additionally, Michelle directs the MMA Inc. research staff, seasonal interns, and manages project timelines and databases.

Michelle holds a Bachelor of Arts in English and Communications from Purdue University and has completed extensive master’s level coursework in Library and Information Science.

Luci Mitchell Van Valer, CPA


A Certified Public Accountant for 20+ years, Luci has held the role of controller for organizations both large and small. Over 10 years of Luci’s career were spent in various accounting roles, including Controller for a $70 Million foundry location of Amsted Industries, a company which holds a place on Forbes’ list of America’s Largest Private Companies. Luci has worked in the commercial real estate industry since 1997 and has directed the accounting for MMA since the company’s beginning.

Luci is a member of the Indiana State CPA Society and AICPA. She holds a Bachelor of Science in Accounting from Purdue University and is a QuickBooks Certified ProAdvisor Online. Luci has given back to her community as a volunteer treasurer for multiple organizations. She has owned and operated Luci Mitchell Van Valer, CPA, since 2001, which specializes in accounting and bookkeeping for small businesses and QuickBooks.
